2023 Docket Enabling Ordinance December 19, 2023 <br />Page 176 <br /> <br /> <br />accomplishes these functions under the following procedures. (Res. DPW-3-80 (part), <br />1980). <br /> <br /> <br />Article II PERSONNEL AND DUTIES <br />12.12.02.020 County director of public works. <br />The county director of public works: <br />1. Administers all activities of applicable departments including support to the county <br />prosecuting attorney, environmental law compliances and the property acquisition <br />programs for the county. Assures compliances with appropriate county ordinances and <br />resolutions, and with state statutes, rules and regulations which pertain to real property <br />acquisition and relocation assistance; <br />2. Administers all appraisal activities, including estimates of right-of-way costs and <br />appraisals of fair market value to assure that the county appraisal process complies with <br />appropriate county and state statutes, laws, rules and regulations. Coordinates and <br />assigns all appraisal work, hires contract (fee) appraisers, maintains permanent files on <br />all appraisals. Reviews all appraisals to determine the adequacy and reliability of <br />supporting data and to approve an adequately supported appraisal report which <br />represents fair market value; <br />3. Advises owners of need for project, of impact upon their property and of their rights <br />under Public Law RCW 8.26. Reviews project plans, appraisals, reviews appraisals and <br />instruments for adequacy as to real property considerations; <br />4. Requests condemnation procedure where necessary. Sets up escrows and instructions; <br />5. In compliance with county and state statutes, laws, rules and regulations, gives notice of <br />relocation assistance of the time of or subsequent to initiation of negotiations according <br />to time limits determined by the funding agency. Prepares letter to property owner <br />explaining entitlements. If the project does not require relocation, prepares letter <br />disclaiming necessity to prepare relocation plan (negative relocation statement); <br />6. If the project requires relocation assistance, prepares a relocation assistance program <br />plan and carries out the same; or arranges for another government agency, competent <br />in relocation assistance, to do the same, upon mutual agreement therefore. (Res. DPW- <br />3-80 (part), 1980). <br /> <br />12.12.02.030 Appraiser. <br />The county utilizes the services of the county assessor and their staff, or retains private appraisers to prepare appraisals and for review of said appraisals; research market data to assure up to date information on the real estate market and provide court testimony on appraisals for condemnation, if required. (Res. DPW-3-80 (part), 1980).
