2023 Docket Enabling Ordinance December 19, 2023 <br />Page 160 <br /> <br /> <br />2. The structural engineer shall submit a report indicating the existing bridge meets <br />the requirements set forth in these standards in regards to load rating, function, <br />superstructure and abutments. Bridges inspected within two years do not need to <br />be re-inspected unless there is obvious damage or deterioration to the sub- <br />structure, superstructure or the approach. <br />3. On any private road utilizing an existing bridge in conjunction with any permit or <br />approval of Kittitas County, a bridge engineer shall certify that local Kittitas <br />County district fire apparatus and aid vehicles can safely utilize the bridge HL-93 <br />Minimum Loading. <br /> <br />12.05.02.090 Inspections Performed by Applicant’s Engineer. <br />Inspections of public infrastructure are almost always performed by Kittitas County in <br />accordance with these standards. However, under some circumstances and at the discretion of <br />the County Engineer, the applicant’s engineer may be required to perform certain inspections. <br />The conditions when this might occur include, but are not limited to the following: <br />A. For construction of private roads <br />B. County inspection staffing limitations <br />C. When specialized testing and inspection is required <br />In these instances, the applicant performing the work shall be required to furnish licensed <br />engineers and/or qualified special inspector(s). All inspection work performed shall be approved <br />by the County Engineer. Inspection reports and testing results shall be submitted to the <br />Department of Public Works before close of the next working day. Additional time may be <br />granted at the discretion of the County Engineer or designee. <br />Materials sampling and testing shall be at the frequency and magnitude as set forth in the <br />WSDOT Construction Manual. Testing and sampling shall be performed by a private testing <br />laboratory for all county dedicated roads. Certified test reports shall be furnished to the County <br />Engineer for all tests performed by private testing laboratories according to KCC 12.05.02.100. <br /> <br />12.05.02.100 Certification of Inspections and Testing by Applicant’s Engineer. <br />In instances where inspections are being performed by the applicant’s engineer as described in <br />KCC 12.05.02.090 or other sections of these standards, the applicant shall engage the services of <br />a professional engineer, licensed in the State of Washington to document and certify all <br />inspections and testing during the construction process.
