2023 Docket Enabling Ordinance December 19, 2023 <br />Page 135 <br /> <br /> <br />A. One set of “record drawings” plans for the improvements must be submitted with <br />the road certification or at the time the letter requesting collateral release is submitted. <br />The “as-built” plans must be clearly labeled as such, and must be signed and dated by <br />a licensed civil engineer. They may be design plan markups and must show any <br />deviations from the approved plans. Release of collateral will not occur if the County <br />Engineer determines deviations are present which have not received prior approval. <br />B. A letter of acceptance and responsibility for maintenance of the improvements by <br />the appropriate utility company, special district, city, or town for all utilities and roads. <br />C. A letter from the appropriate fire authority stating that fire hydrants, if required, <br />are in place in accord with the approved plans. The letter shall also state that the fire <br />hydrants are operational and provide the results of fire flow tests. <br />D. Public Works reserves the right to perform additional testing and investigation. <br />Phased Construction <br />1. Engineer drawn plans must be submitted <br />and approved by the County for the entire development. <br /> <br />2. The construction may be phased. Final <br />approval of a phase will be granted once the road is constructed and inspected <br />or the construction is bonded. <br /> <br />3. Phased construction must result in a safe <br />and usable facility at the end of the current phase. Temporary road construction <br />or safety features may be required until the next phase is completed. <br /> <br />12.04.10.040 Certification. <br />Construction plans and other engineering documents submitted for review and comment must <br />include the following statement on the cover sheet: <br /> <br />These construction plans for [insert name of subdivision, development, or project] were <br />prepared by me (or under my direct supervision) in accordance with the requirements of <br />Title 12 of the Kittitas County Code. <br /> <br />Name of Engineer
