Failure to meet the requirements set out in this chapter shall constitute an <br />incomplete application and shall not be accepted for review. <br /> <br />12.04.10.030 General Standards for Final Construction Plans. <br />The following general standards shall be met for final construction plans: <br />A. All road and stormwater construction must conform to Kittitas County Road Standards <br />current at the time of application. Any construction occurring four years or more after <br />final approval shall require reexamination of the plans by the Engineer who may require <br />that they be made to conform to standards and specifications current at that time. <br />When a valid engineering plan development agreement is in place, those standards <br />apply. <br />B. Application for a grading plans and permit shall be required unless the applicant is <br />submitting construction drawings that are signed and sealed by an engineer licensed in <br />the State of Washington. Grading is covered in KCC 14.05. <br />C. Construction plans for roads accessing state highways shall be submitted by the <br />applicant’s engineer directly to WSDOT in accordance with WSDOT standards and <br />submittal procedures. The applicant shall obtain all approvals from WSDOT before final <br />plan approval will be granted by Kittitas County. A copy of the approved plan from <br />WSDOT shall be submitted before final plan approval. <br />D. Prior to release of collateral by Kittitas County, the applicant must present a statement <br />from a civil engineer licensed in the State of Washington that the project has been <br />completed in substantial compliance with approved plans and specifications. The <br />applicant’s engineer must document that regular on-site inspections were conducted <br />during the course of construction, and the field plans utilized were the same as those <br />approved by Kittitas County. The engineer shall also state their professional opinion <br />regarding testing and compliance with plans and specifications.. A final inspection by the <br />Department of Public Works is required and all deficiencies must be corrected prior to <br />release of collateral. <br />The applicant must also submit the following items prior to release of collateral or final approval:
