2023 Docket Enabling Ordinance December 19, 2023 <br />Page 116 <br /> <br /> <br />B. Commercial and industrial property shall have one two-way access point. Two one-way <br />access points per five hundred feet of total property frontage may be considered at the <br />discretion of the County Engineer or designee. <br />C. Additional access points may be considered by the engineer provided a development or <br />circulation plan is submitted indicating that more than the maximum number of access <br />points permitted in this subsection are required to adequately handle access point <br />volumes and will not be detrimental to traffic flow on adjacent roads. <br />D. When property frontages are narrow, such that minimum access point spacing criteria <br />cannot be met, it may be necessary to require joint access locations for adjacent <br />properties at property lines, termed joint usage driveway. This requirement is not <br />intended to override the need for a secondary access for emergency vehicles if such <br />access has been determined by the fire marshal to be necessary under the provisions of <br />the International Fire Code. <br />E. Spacing requirements for all access points are shown in Table 12.04.07-2 <br />F. Secondary access for emergency vehicles may be required for certain high volume or <br />public-safety-sensitive developments. <br />G. No more than one access shall be granted to an individual parcel or to continuous <br />parcels under the same ownership unless it can be shown that: <br />1. The additional access would be beneficial to the public; and <br /> <br />2. Allowing only one access would create a safety issue; and <br /> <br />3. The additional access would not be detrimental to public; OR <br /> <br />4. The additional access is for agricultural use only and the access location meets <br />the design requirements of this section. Any change of use of the agricultural <br />access will require the access to be reevaluated to meet the conditions of Kittitas <br />County Road Standards. <br />
