KTTTZTAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: November 13, 2023 <br />TOPIC: Kittitas Highway Speed Study Results <br />ACTION REQUESTED: Schedule a Public Hearing receiving the <br />Engineer's Report on the Request for Speed <br />Reduction <br />LEAD STAFF: <br />Joshua Fredrickson <br />RECOMMENDATION: <br />Schedule a public hearing for December 5, 2023, receiving the County Engineer's report <br />on the request for speed reduction on Kittitas Highway (MP 1.03 to MP 2.36) <br />BRIEFING SUMMARY: <br />• A resident on Kittitas Highway requested a speed reduction on Kittitas Highway <br />from the Ellensburg City limit to No. 6 Road (MP 1.03 to MP 2.36) on August 21, <br />2023 <br />• The speed study was conducted on September 13, 2023, to September 20, 2023 <br />• Speed study data collected at MP 1.45, 1.73 and 2.14 <br />• Average daily traffic (ADT) of 5,304; 4,503; and 5,022 vehicles, with 18%; 20%; <br />and 17% trucks respectively <br />• ADT distribution is 50% eastbound and 50% westbound at MP 1.45 and 2.14 <br />• ADT distribution is 58% eastbound and 42% westbound at MP 1.73 <br />• 85% speed at 52 Miles Per Hour (MPH) at MP 1.45 and 55 MPH at MP 1.73 and <br />2.14 <br />• 38 accidents in the past five years <br />BACKGROUND: <br />Responding to a request received on August 21, 2023, to reduce the posted speed on <br />Kittitas Highway, Public Works deployed traffic data collectors September 13, 2023, and <br />collected through September 20, 2023. This data prompted additional consideration and <br />data collected at the intersection of Kittitas Highway and No. 6 Road. Due to <br />considerations regarding this intersection, data reporting was delayed. Based on the <br />characteristics of the roadway, traffic and speed data was collected at three locations: <br />mile post 1.45, 1.73 and 2.14. <br />
