KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 <br />Regular Meeting <br />MONDAY 1:30 PM October 9, 2023 <br />Board members present: Chairman Cory Wright, Vice Chairman Brett <br />Wachsmith, and Commissioner Laura Osiadacz. <br />Others: Mark Cook, Josh Fredrickson, Arden Thomas, Rebecca Cruse, <br />Public Works; Jessica Miller, Jamey Ayling, Community Development <br />Services; Stephanie Hartung, Prosecuting Attorney's Office; 2 members <br />of the public. <br />At 1:34 PM Chairman Cory Wright opened the Public Works Study <br />Session. <br />No Citizen Comments. <br />NO.81 ROAD SPEED STUDY <br />Josh Fredrickson briefed the Board of County Commissioners on a <br />request to reduce speed on the section of No. 81 Road from Vantage <br />Highway to Lyons Road. Josh Fredrickson presented the findings of the <br />most current Traffic Study conducted for the duration of 1-week in <br />September 2023. Based on the findings The Board of County <br />Commissioners declined to hold a public hearing and request Staff to <br />analyze the cost for Public Works to conduct a Speed Study. <br />2023 ANNUAL REPORT FOR 2019 KITTITAS COUNTY HAZARD MITIGATION PLAN <br />Arden Thomas briefed the Board of County Commissioners on progress <br />made this year with the Kittitas County Hazard Mitigation Plan and <br />highlighted the Flood Control Zone District and bridge <br />infrastructure. Arden Thomas stated staff seeks support to include a <br />multi -jurisdictional steering committee to address fire risk. .The <br />Board directed staff to publish a press release. <br />2023 NOISE ORDINANCE UPDATE <br />Mark Cook stated that he researched the County Noise Ordinance as <br />directed and the code has been reviewed for compliance by the <br />Prosecuting Attorney's Office. Chairman Cory Wright appreciated Staff <br />efforts. Commissioner Laura Osiadacz stated that the Sheriff's <br />Department has expressed that they cannot enforce noise complaints <br />due to the current County Code and she will move forward to engage <br />the Sheriff Department in discussing their concerns. <br />2023-10-09 MINUTES <br />
