Parking studies shall be prqpared by a.professional engrineer with expertise in <br />traffic and parking analyses. or an equally qualified individual as autlrorized bv the director. <br />e. The Electric Vehicle lnfrastructure regulations in KCe U,66 shall be utilized in conjunction <br />witlr this Chaptel3. Parking plan -Building_perrnit, surety bond, and occupancy r.equirernenls, <br />a. Building Permit. No building per:rnit nor parking lot construction or enlargernent shall be <br />lEsued until a parking plan showing provisions for the required off-street parking, as <br />tpecified in tlris chapter. has beerr subrnitted and approved by the director. The plan slrall <br />clearly indicate the proposed developrrnent, irtcluding parking lot location, size, _rluBg <br />design. number of spaces. curb cuts, lighting. and other features and appurtenances <br />required by this- chapter. The parking plan shall slrow/state the number of_pg-fking spaces <br />and handicap soaces required and provided. <br />b. Surety, Before a building permit is issued for any building or structu.re for which this chapter' <br />reqqiles off-street parking and where suclr off-street parkino is not to be contained within <br />the building Jor which the building permit is requested, the director may require that the <br />applicant prpv!.de the city with a surety bond or other sufficient security approved by the <br />directol ouaranteeing to the county the installation and improvenrent of the required off- <br />Lrujlgljno(s) forwhich such ofFstreet parking iS to be nrovided. <br />c. Occupancy. All required off-streel parking areas must be completed and landscapecl prior <br />to occuoancv of anv structure. <br />4. Computation of required off-street parking spaces. <br />a. $paces Required. Except as modified in subsections below, off-street parking areas shall <br />contain at a minimum the rrumber of parking spaces as stipulated irr the following table. <br />Off- street parking ratios expressed as number of spaces per square feet means the usable <br />or net square footage of floor area, exclusive of nonpublic areas.
