The purpose of this chapter is to provide adequate parking foljrll uses allowed in this title, <br />to reduce demand for parking by encouraging alternative rneans of tr?nsportation <br />including public transit and bicycles. and to increase pedestria.n mobility by: <br />i. S_elting nrinimum off.stree.t parking standards for different land uses and districts <br />that assure safe. convenient and adequately sized parking facilities; <br />ii. Authority and application. <br />a. The regulations of this chapter applJ._tg all off-street parking areas in all zoning districts <br />within the City of Ellensburg's Urban Growth Area. <br />b. The regulations of_thisShapter apply to all new developrnent applicatipns. all new parking <br />lot construction or enlargement. ln addition, these regulations shall apply at the time of <br />enlarg1-ng, moving or increasing the capacity of existing structures by creating or adding <br />dwelling units, cornmercialor industrial floor space, or seatingjacilities, and shall also apply <br />ra{hen an existing lartd use within an existing ltructure is clranged to a category of land use <br />as set forth below that is different than the category of land use for which the existing <br />parking facility was designed and installed. <br />c. Before an occupancv permit lnay be granted fpr anv new or enl?rged buildinq or for a <br />change of use in any existing building. the use shall be required to meet the provisions of <br />this chapter. <br />d, lf this chapler does not specify a parking requirement for a land use. the director shall <br />establish the rninimum requirement basqd on a study of anticipated parking demand.
