All <br />tow vehicle storage areas must be physically located witlrin the tow zone assigned to the operator. <br />"Utility facility" nOeans anv privately. publicly. or cooperatively owned line, Jacility, or system for <br />pfoducing, transmitting, or distributing.cornmunications. power. electricity, light, heat, gas. oil, crude <br />products. water. steam, waste. stormwater not connected with highw.ay drairlege, or any other similar <br />comrnodity, irrcluding any fire or police signal systern or street lighting systern. whiclr directly or <br />indirectlv gerves the public. For commercial wireless comnrunication support towers, antenna arrays. <br />and facilities, <br />"Wrecking ya{d., v.-ehiclF" ttreans any area, lot. land, parcel. building. structure. or part thereof where <br />luyjng, selling, or dggling_in vehicles of a type recluired to be registered under Washington State law, <br />for the purp.ose of wrecking. disrnantling. disassembling, or substantially clranging the form of a <br />vehicle, or buying or selling integral secondhand parts. in whole or in part is taking place. <br />1 7.1 1.037 Permitted Uses <br />1. Purnose: <br />a. The nurpose of this chapter is to establish the uses generally permitted in each zone <br />which are compatible with the purpose of the zone and other uses allowed within the <br />zone. <br />b. The use of a proper:ty is defined by the activity for wlrich the building or lot is intended. <br />desi g ned. a rranged. occupie-d-or Erainta i ned. <br />c. This section only applies to uses within those zones identified within use tables in <br />17.11.037(4)(a) below. See KCC 17.22,035 for County/Cilv conversption chart. For those <br />zones within the UGA that are not listed in the tables below, the use tables 17.16 through <br />17.57 shallapply. <br />2. lnterpretation of Land Use Tables: <br />a. The land use tables in this chapter deterrnine whether a use is allowed in a zoning <br />district. The zonina district is located on the vertical column and the use is located on <br />the horizontal row of these tables. <br />b. lf no symbol appears in the box at the intersection of tlre column and the row. the <br />use is trot allowed in that district, except for certain temporary uses. For temporary <br />use requirements, see KCC 17.92.010. <br />c. lf the letter "P" appears in the box at the intersection of the column and the row, tlre <br />use is allowed in that district. lf allowed, the use would follow the Kittitas County <br />process for permitting. <br />d. lf the letter "C" appears in the box at the intersectiorr of the column and the row, the <br />use is qllowed subject to the conditional use review procedures specified in KCC <br />17.50A and the general requirements of the code. <br />e, Clarification of Uses and Special Conditions. <br />i. lf a * appears after the use, then the use is defined in KCC 17.1 1.036
