;The recipient agrees to budget funds for two staff representatives to attend one three-day national meeting in <br />'Washington, D.C. each year for the life of the grant. (lf a national meeting is not planned, funds must be used to attend <br />la BJA approved training.) ln addition, the recipient agrees to participate in A.Jn training events, technical assistance <br />:€v€DtS, or conferences held by BJA or its designees, upon request. <br />i <br />47 <br />The recipient agrees that no funds under this grant award (including via subcontract or subaward, at any tier) may be <br />used for unmanned aircraft systems (UAS), which includes unmanned aircraft vehicles (UAV), or for any <br />accompanying accessories to support UAS. <br />48 <br />Wthholding of funds: Research and evaluation independence and integrity <br />The recipient may not obligate, expend, or draw down any award funds until: (1) it has provided to the grant manager <br />this OJP award information regarding research and evaluation independence and integ rity in accordance with the <br />led instructions in the program solicitation, (2) OJP has completed its review of the in formation provided and of <br />ny supplemental information it may request, (3) the recipient has made (or agreed to) any adjustments to the award <br />ding as to amount) that OJP may require to prevent, eliminate, mitigate, or othenruise adequately address any <br />I or apparent personal or financial conflict of interest on the part of the investigators or other staff/consultants <br />engaged in the research/evaluation or organizational conflict of interest on the part of the recipient entity, and (4) <br />Award Condition Modification (ACM) has been issued to remove this condition. <br />lf this award is a "discretionary" award (i.e., not an award under a statutory "formula" program), the recipient <br />understands and agrees that if it does not provide an adequate research and evaluation independence and integrity <br />submission (as determined by OJP), or if it fails to implement (as determined by OJP) any safeguard included in its <br />submission or required by OJP, this award may be terminated (without right of appeal), upon thirty (30) calendar days <br />advance written notice by OJP. <br />49 <br />Regarding medication-assisted treatment (MAT), the award recipient understands and agrees that federal funds shall <br />not be used to support activities that violate the Controlled Substances Act, 21 U.S.C. 801-904. <br />50 <br />Recipient may not obligate, expend, or drawdown funds until the Bureau of Justice Assistance, Office of Justice <br />Programs has reviewed and approved the Budget Narrative portion of the application and has issued an Award <br />Condition Modification (ACM) informing the recipient of the approval. <br />tl <br />I have read and understand the information presented in this section of the Federal Award lnstrument. <br />rd Acceptance <br />ration and Certification to the U.S. Department of Justice as to Acceptance <br />By checking the declaration and certification box below, l- <br />decl <br />Declare to the U.S. Department of Justice (DOJ), under penalty of perjury, that I have authority to make this <br />aration and certification on behalf of the applicant. <br />B.
