Parametrix <br />ENGINEERING. PLANNING. ENVIRONMENTAL SCIENCES <br />SCOPE OF WORK <br />Kittitas County Solid Waste <br />Groundwater Monitoring Well, LPL Closure, Biosolids Expansion Area, and Air Permit <br />INTRODUCTION <br />Kittitas County Solid Waste Programs (County) owns and operates the Ryegrass Limited Purpose Landfill (LPL) <br />located in Kittitas County, Washington. The site is currently permitted under Washington Administrative Code <br />(WAC) 173-350-400, Limited Purpose Landfills. The current facility was reclassified as an LPL in 2004 with a <br />planned capacity of approximately 550,000 cubic yards. <br />Based on the results from the groundwater monitoring over the past several years, the Washington State <br />Department of Ecology (Ecology) has requested that a monitoring well work plan be developed and executed to <br />try to determine if the nitrates are entering the groundwater from the septage lagoons, a product of the closed <br />Municipal Solid Waste (MWS) landfill on site, the biosolids land application, or a different unanticipated factor not <br />related to activities on site. Once the source of the constituent is determined a plan can be developed on how to <br />address them in a way that will meet Ecology's directive. <br />The LPL is now nearing capacity and the County is planning a Final Closure of the LPL and beginning of Post - <br />Closure Care. Parametrix, Inc. (Parametrix) will assist the County in updating the Ryegrass LPL Closure Plan and <br />financial assurance documentation. Additionally, Parametrix will develop a plan for the conditioning of the soil <br />from another County project site to be used for Final Cover of the LPL. <br />County also owns and operates the Ryegrass Biosolids Management Facility that includes two 500,000-gallon <br />lined septage ponds installed in 2006, west of two leachate and process wastewater ponds and a biosolids land <br />application practice. The County is looking to add the area south of the existing LPL as a new biosolids application <br />area. <br />Parametrix will support the County in obtaining a modification to the existing General Permit for Biosolids <br />Management to increase the land application area for Class I and II septage. As part of this effort, Parametrix will <br />update the Site -Specific Land Application Plan (SSLAP) to include the new application areas, update the Plan of <br />Operation for the septage evaporation lagoons, and evaluate alternative crop types for more effective nutrient <br />uptake. <br />This scope is assumed to be executed over a two-year period with the timing of each item depending on outside <br />influences like regulations and facility capacity. Parametrix's services will be provided in accordance with the <br />following tasks. <br />PROJECT MANAGEMENT <br />Throughout the course of this contract, Parametrix will provide effective project management and coordination, <br />ensuring the scope of work is executed effectively within budget and schedule. The effort involved for Project <br />Management is included under each task.
