KITTITAS COUNTY <br />COMMUNITY DEVELOPMENT SERVICES <br />COMMUNITY DEVELOPMENT SERVICES — BOARD OF COUNTY <br />COMMISSIONERS <br />2023 STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: September 25, 2023 <br />TOPIC: Title 16 Code Amendment <br />ACTION REQUESTED: Authorize CDS staff to proceed with code amendment out of <br />docket cycle. <br />LEAD STAFF: <br />Jamey Ayling, Planning Manager <br />RECOMMENDATION: <br />Amend Title 16 adding section 16.24.270 adding a Certificate of City of Ellensburg for final <br />plats receiving city utilities inside the Urban Growth Boundary of the City. <br />BRIEFING SUMMARY: <br />In working with the newly adopted ILA with City of Ellensburg staff, we are conducting joint <br />review of projects with no mechanism to document said reviews. A solution verifying joint city <br />county reviews has been recognized with a need for a process besides email, which can <br />sometimes be overlooked. Staff suggests amending KCC Title 16 to require a signature block for <br />City departments to sign off on mylars for plats within the urban growth area of the City <br />receiving city utilities. <br />BACKGROUND: <br />City staff contacted County staff with concerns that a plat within the UGA had been recorded <br />without City review. After reviewing records, it was determined that the City had been notified <br />but failed to review and respond to the request for comment. In order to avoid these situations in <br />the future, staff considered alternative methods of notification and decided that a City signature <br />line on the plats would be a viable solution. <br />DISCUSSION: <br />Planning Manager Ayling met with the City of Ellensburg City Engineer Derek Mayo and <br />proposed the attached code language to remedy the plat review conflicts.
