<br />funds is on hold in the FEMA financial systems Until the hold is released, the recipient is prohibited from drawing down funds
<br />or reimbursing subrecipients for, and the subrecipients are prohibited from obligating or expending SHSP funds for the costs
<br />or activities identified below The hold only applies to the amount of funds identified for each SHSP investment under the
