KITTITAS COUNTY <br /> BOARD OF COUNTY COMMISSIONERS <br /> STAFF REPORT FOR <br /> STUDY SESSION <br /> Information Technology <br /> STUDY SESSION DATE: 8/28/2023 <br /> TOPIC: GIS Consultant Update <br /> ACTION REQUESTED: No Action -Information Only <br /> LEAD STAFF: Zane Kinney <br /> RECOMMENDATION: No recommendation at this time - discussion only. <br /> BRIEFING SUMMARY: IT has selected a GIS consultant, Brett Angel, and is moving <br /> forward with establishing a contract for services. <br /> BACKGROUND: The GIS division of the IT department has been short-staffed since <br /> October of 2022. We have been researching various options on how to deal with the <br /> resulting workload. Without a subject matter expert in the administration of our ESRI <br /> environment on staff, we concluded we would need to utilize a consultant prior to and/or <br /> in addition to hiring additional GIS staff. <br /> DISCUSSION: IT interviewed and received quotes from a couple well-established GIS <br /> consulting firms. We also considered the possibility of utilizing services from ESRI itself. <br /> The fees for all these options were fairly high, ranging from $12,000 to $50,000 for an <br /> assessment our ESRI environment and providing recommendations. <br /> Mr. Angel, a professional acquaintance of Doug Fessler, is highly experienced and <br /> certified in all ESRI products. After meeting with him and vetting his credibility, we <br /> decided to pursue a Professional Services Agreement with Mr. Angel as a GIS consultant. <br /> Mr. Angel is motivated to offer training opportunities to our current staff in addition to <br /> providing hands-on assistance. His services and expertise will enhance our GIS <br /> operations. <br /> FISCAL IMPACTS: Mr. Angel's rate is less than half of what was quoted by the other <br /> consultants we researched. Given our increased internal capabilities through Mr. Angel's <br /> assistance, IT will consider hiring a second GIS Analyst rather than refilling the vacant <br /> GIS Coordinator position,providing a cost-saving opportunity. <br /> ATTACHMENTS: None <br /> Page 1 of 1 <br /> Information Technology"Study Session Staff Report", 8/28/2023 <br />
