Cook <br />RECOMMENDATION: <br />Direct staff verify interest to dedicate the remainder of Alliance Road and then pursue a <br />lodging tax grant improving Alliance Road and associated parking for Coal Mines Trail <br />access. <br />BRIEFING SUMMARY: <br />• Alliance Road is currently privately owned. <br />• An attempt to bring the road onto the county public road network stalled in 2009 <br />following the adoption of a portion of the road (milepost 0+00 to 0+0.11) <br />associated with the relocation of Shaft Street. <br />• Records indicate that material testing supports the need for an additional two - <br />tenths of one foot of hot mix asphalt to meet design standards. <br />• It appears the current turnaround at the end of the road is being used for parking <br />accessing the Coal Mines Trail. <br />• Public Works proposes verifying interest in roadway dedication by the current <br />owner. <br />• Public Works desires improving the roadway, widening to support roadside <br />parking, and bringing the road onto the public road system. <br />BACKGROUND: <br />A portion of Alliance Road was dedicated and brought onto the public road system with <br />Resolution 2009-38. Efforts then appear to have stalled supporting fiirther dedication. It <br />appears improving the road to a public standard and bringing the remainder of Alliance <br />Road onto the public road system is in the best interest of the public. <br />DISCUSSION: <br />It appears that during final construction inspection a deficiency in roadway structural <br />integrity was affirmed during material testing. The record then appears to be silent (2009 <br />timeframe). The road is prepared for dedication with the recording of Crystal Creek <br />Division II Short Plat (auditors filing number 200512140009). The road is currently used <br />by individuals seeking access to the Coal Mines Trail.
