2024 Road Fund Levy Election <br />Public Outreach Campaign Suggested Staff Scope of Work <br />July 19, 2023 <br />TASK ONE: RESEARCH <br />Public Works (COUNTY) staff will provide a listing of elected officials and key <br />community members for CONSOR (CONSULTANT) to interview. CONSULTANT will <br />advise on potential interview candidates and develop interview questions designed to <br />elicit a likely level of support from interviewees towards increasing the Road Fund Levy <br />amount. CONSULTANT will interview 12 to 15 people over the phone and compile the <br />responses into a summary document and meet with staff presenting interview results. <br />DELIVERABLE: Interview summary with a presentation of results to COUNTY. <br />BUDGET: $9,537 <br />2. TASK TWO: FOCUS GROUP DEVELOPMENT <br />CONSULTANT will meet with the Board of County Commissioners in an open public <br />meeting (scheduled by COUNTY) discussing likely critical stakeholders, key public <br />officials and influential community members discussing formulation of focus groups. <br />The focus group participants will be recruited randomly from voter lists and will be <br />solicited specifically to examine the state of transportation assets in Kittitas County and <br />test proposed levels of service as advanced in the COUNTY's Ten -Year Asset <br />Management Plan. CONSULTANT will conduct two in -person focus group sessions <br />with up to 10 participants in each session and will inform COUNTY of focus group <br />results and advise any suggestions impacting the proposed levels of service or levy vote <br />schedule. This task includes recruitment, focus group moderation, video and transcripts, <br />analysis, a full report, and a presentation. <br />DELIVERABLE: Results from two focus groups reacting to proposed transportation <br />levels of service and recommendations for any necessary adjustments to proposed service <br />levels; topic guide; report and presentation <br />BUDGET: $25,638 <br />3. CONDUCT COUNTYWIDE TELEPHONE SURVEY <br />The CONSULTANT will conduct a statistically valid countywide telephone survey of <br />likely voters to gauge the level of support for the Road Levy and to test messaging. The <br />CONSULTANT will work with the COUNTY to develop 5 to 7 survey questions and the <br />CONSULTANT will conduct and report the Results of the survey. The CONSULTANT <br />will target approximately 200 likely county voters in the survey. <br />Page 1 of 2 <br />
