2. <br />EXHIBIT 1: <br />Task Order No. I <br />CONSOR NORTH AMERICA. INC. <br />2024 Road Fund Lew Election <br />Public Outreach Campaisn Scope of Work <br />TASK ONE: RESEARCH <br />Public Works (COLINTY) staffwill provide a listing of elected officials and key community <br />members for CONSOR (CONSUUIANT) to interview. CONSUUIANT will advise on <br />potential interview candidates and develop interview questions designed to elicit a likely <br />level of support from interviewees towalds increasing the Road Fund Levy arnount. <br />CONSULIANT will interview l2 to 15 people over the phone and cornpile the responses into <br />a summaly document and meet with staffpresenting interview results. <br />DELIVERABLE: Interview summary with a presentation of results to couNTy. <br />BUDGET: $9,537 <br />CONSULTANT will meet with the Board of County Cornmissioners in an open public <br />meeting (scheduled by COUNTY) discussing likely critical stakeholders, key public officials <br />and influential community members discussing formulation of focus groups. The focus <br />group participants will be recruited randomly from voter lists and will be solicited <br />specifically to examine the state of transportation assets in Kittitas County and test proposed <br />levels of sel'vice as advanced in the COTINTY's Ten-YearAsset Management Plan. <br />CONSULIANT will conduct two in-person focus group sessions with up to 10 participants in <br />each session and will infornr COI-INTY of focus group results and advise any suggestions <br />impacting the proposed levels of service or levy vote schedule. This task includes <br />recruitment, fbcus group moderation, video and transcripts, analysis, a full report, and a <br />presentation. <br />DELIVERABLE: Results from two focus groups reacting to proposed transportation levels <br />of selvice and recommendations for any necessary adjustments to proposed service levels; <br />topic guide: report and presentation <br />BUDGET: $25,638 <br />Page I of2
