KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: August 14, 2023 <br />TOPIC: Washington Department of Fish and Wildlife <br />Lands 20120 <br />ACTION REQUESTED: Direction to staff <br />LEAD STAFF: <br />Arden Thomas <br />RECOMMENDATION: <br />Direct staff to continue to coordinate with WDFW Staff on potential Church Camp <br />property acquisitions. <br />BRIEFING SUMMARY: <br />• Washington Department of Fish and Wildlife (WDFW) staff are engaged in an in <br />an internal process to identify potential property for acquisition. <br />• Public Works and WDFW staff have been coordinating on a potential land <br />acquisition (two parcels owned by two owners) to advance Yakima River access, <br />including boat launch facilities at the "Old Church Camp Site." <br />• The Old Church Camp Site was identified as a priority project in the Yakima <br />River Access Plan to provide safe boating access to the Yakima River. <br />• WDFW is also proposing potential acquisition of a parcel location within the <br />Manastash basin, which is an inholding to public land. <br />BACKGROUND: <br />Washington Department of Fish and Wildlife (WDFW) staff are engaged in an internal <br />process to identify potential property for acquisition (Lands 20/20). Identification of <br />property through the Lands 20120 provides no guarantee that land will be purchased by <br />WDFW, it enables WDFW to seek acquisition funding. <br />In order for property to be identified by WDFW in their Lands 20120 process, the <br />landowner must provide acknowledgement. This acknowledgement does not create any <br />obligation on the landowners part, it is simply their acknowledgement that they are aware <br />that WDFW is interested in seeking funding for acquisition. <br />Public Works and WDFW staff have been coordinating on a potential land acquisition to <br />advance Yakima River access, including boat launch facilities at the "Old Church Camp <br />Site."
