As the chair of the Kittitas County Planning Commission, and In order to facilitate communications and input <br />with the land use planning departments in Kittitas County I am creating a standing committee. The committee <br />shall be called the Strategic Planning Committee ("Committee", "the Committee"). <br />Purpose <br />The committee is established in order to provide input, and facilitate bilateral communications between the <br />Kittitas County Planning Commission and the various appropriate Kittitas County departments concerned with <br />regulating land use activities, strategic planning initiatives or any other activities undertaken by the <br />departments of Kittitas County responsible for establishing county or regional comprehensive land use <br />planning, structural building review and Public works planning and permitting. <br />Duties <br />The committee shall have the following duties: <br />Provide input to the above departments in order to assist them in meeting the demands of increased growth in <br />Kittitas County. <br />Provide regular reports back to the Kittitas County planning Commission on their findings and activities. <br />Any other duties as may be assigned by the chair of the Kittitas County Planning Commission. <br />Membership <br />The initial committee membership shall be three members but at no time shall the members of the Committee <br />contain a quorum of the Kittitas County Planning Commission. At no time shall there be less than three <br />members of the Kittitas County Planning Commission serving on the Committee. At no time shall the <br />Committee contain more than 7 members. If there is an even number of members the Chair shall retain the <br />deciding vote on any matters conducted by vote. <br />The committee shall be able to add to its membership from both the public and private sector any members <br />deemed to be in furtherance of the stated duties of the committee and shall be initially elected to the committee <br />by a unanimous vote of the three members of the Kittitas County Planning Commission. Subsequently, any <br />additional members shall have full voting rights in the affairs and conclusions of the Committee in all matters <br />except determining the membership of the Committee. <br />A majority of the members of the commission shall constitute a quorum <br />Appointments <br />The Chair of the committee shall be Pat oeneen with the remaining positions as appointed or volunteered from <br />the members of the planning Commission. At a minimum the Committee shall have a Chair and a Vice Chair <br />with other executive positions as added by vote to the committee <br />Power <br />The committee has no express or implied powers. <br />Reporting <br />The committee shall report to the body of the Planning Commission a summary of its activities and conclusions <br />at a minimum of once monthly at the regularly scheduled meeting of the Planning Commission and more often <br />
