3. TASK THREE: CONDUCT COUNTYWIDE TELEPHONE SURVEY <br />The CONSULTANT will conduct a statistically valid countywide telephone survey of likely <br />voters to gauge the level of support for the Road Levy and to test messaging. The <br />CONSULTANT will work with the COUNTY to develop 5 to 7 survey questions and the <br />CONSULTANT will conduct and report the Results of the survey. The CONSULTANT will <br />target approximately 200 likely county voters in the survey. <br />DELIVERABLE: Survey; Results from the survey presented in a report and PowerPoint, <br />both in graphic format. <br />BUDGET: $23,990 <br />4. TASK FOUR: DEVELOP THE ELECTION MESSAGE AND CAMPAIGN MATERIALS <br />Using results fi-om Tasks Two and Three and any COUNTY adjustments to proposed <br />transportation levels of service, develop the election message and outreach campaign <br />materials. This task will include developing a campaign theme, potentially up to 5 top level <br />messages, and up to 10 supporting messages. Materials will include one printed and <br />electronic fact sheet, website content, social media posts, and FAQs. CONSULTANT will <br />present draft election theme, messages, and draft campaign materials to focus groups from <br />Task Two and advise COUNTY of any desired adjustments from focus groups. <br />DELIVERABLE: Election message and campaign materials. <br />BUDGET: $18,370 <br />5. TASK FIVE: DEVELOP OUTREACH CAMPAIGN STRATEGY AND IMPLEMENT <br />CONSULTANT will prepare an outreach campaign strategy and implement the campaign <br />with support from COUNTY. It is anticipated that various outreach techniques will be <br />utilized such as telephone outreach, enlisting levy champions to communicate messaging, <br />webinars with questionaries and other proven industry techniques. CONSULTANT will <br />advise the COUNTY on where to target efforts and the probable costs of each outreach <br />element. COUNTY will lead or support CONSULTANT efforts as identified in the campaign <br />strategy. CONSULTANT will identify who is to lead securing various campaign products <br />(CONSULTANT or COUNTY) and any third -party vendors likely for support. <br />DELIVERABLE: Road Fund Levy election campaign materials and delivery of the election <br />campaign; campaign schedule. <br />BUDGET: $8,305 <br />TOTAL BUDGET for TASK ORDER NO. 1: $85,840 <br />Page 2 of 2 <br />
