EXHEBIT 1: <br />Task Order No. 1 <br />CONSOR NORTH AMERICA, INC. <br />2024 Road Fund Levy Election <br />Public Outreach Camaaian Scone of Work <br />TASK ONE: RESEARCH <br />Public Works (COUNTY) staff will provide a listing of elected officials and key community <br />members for CONSOR (CONSULTANT) to interview. CONSULTANT will advise on <br />potential interview candidates and develop interview questions designed to elicit a likely <br />level of support from interviewees towards increasing the Road Fund Levy amount. <br />CONSULTANT will interview 12 to 15 people over the phone and compile the responses into <br />a summary document and meet with staff presenting interview results. <br />DELIVERABLE: Interview summary with a presentation of results to COUNTY. <br />BUDGET: $9,537 <br />2. TASK TWO: FOCUS GROUP DEVELOPMENT <br />CONSULTANT will meet with the Board of County Commissioners in an open public <br />meeting (scheduled by COUNTY) discussing likely critical stakeholders, key public officials <br />and influential community members discussing formulation of focus groups. The focus <br />group participants will be recruited randomly from voter lists and will be solicited <br />specifically to examine the state of transportation assets in Kittitas County and test proposed <br />levels of service as advanced in the COUNTY's Ten -Year Asset Management Plan. <br />CONSULTANT will conduct two in -person focus group sessions with up to 10 participants in <br />each session and will inform COUNTY of focus group results and advise any suggestions <br />impacting the proposed levels of service or levy vote schedule. This task includes <br />recruitment, focus group moderation, video and transcripts, analysis, a full report, and a <br />presentation. <br />DELIVERABLE: Results from two focus groups reacting to proposed transportation levels <br />of service and recommendations for any necessary adjustments to proposed service levels; <br />topic guide; report and presentation <br />BUDGET: $25,638 <br />Pagel of 2 <br />
