DELIVERABLE: Project team meeting identifying data gaps and necessary actions for closing <br />the gaps. A list of inaccurate, incomplete, or missing land use data will be developed along with a <br />strategy for addressing the inaccurate data. <br />Subtask C: Data gathering. <br />STAFF and CONSULTANT will work cooperatively to fill identified data gaps necessary for <br />project work in Phase II. <br />DELIVERABLE: Best available data set for work in Phase II. <br />PHASE II: FORECASTING, ANALYSIS, AND CODE AMENDMENTS <br />The following tasks are anticipated based on County input but are to be refined during Phase I <br />prior to developing a detailed cost estimate for Phase II. <br />TASK 3: Land capacity analysis. <br />Following the methodology developed in Phase I, the CONSULTANT will compile a preliminary <br />listing of buildable acreage by land use designation. This effort would include the deductions for <br />setbacks and critical areas developed under Phase I. <br />STAFF will work with the Office of Financial Management obtaining historic population data in <br />Kittitas County for the previous 20-year period (2003 — 2023). CONSULTANT will evaluate the <br />data and may determine the appropriate statistical approach to utilize the data forecasting the <br />next 30 years following planning horizons for future county population. STAFF will provide <br />CONSULTANT the population distributions to rural county and cities for the back -cast period. <br />Using historic distributions, CONSULTANT will develop predictive population model for the <br />forecast periods for rural Kittitas County. <br />DELIVERABLE: Letter report identifying forecast county rural population allocation. The <br />report will also provide recommendations on where current zoning will be a constraint and <br />potential solutions for planning commission consideration. <br />TASK 4: Forecast population and zoning capacity analysis. <br />CONSULTANT will "fit" allocated populations into current zoning designations utilizing results <br />from TASK 2. CONSULTANT will review Kittitas County's current Growth Management Plan <br />and advise the county on likely actions needed to accommodate forecast populations in rural <br />county allocations. It is presumed that the allocated populations will not fit into current zoning <br />constraints and amendments to the County's zoning code may be appropriate. <br />
