EXHIBIT 1: SCOPE OF WORK <br />DCG/Watershed (CONSULTANT) Task Order Suggested Scope of Work — Buildable Lands <br />Analysis <br />PHASE I: SCOPING AND DISCOVERY <br />TASK 1: Project Scopin¢ <br />Phase I will be a collaborative effort to define project goals and necessary courses of action by <br />the CONSULTANT to develop a clear scope of work and contract amount for Phase II. This <br />scoping effort will include an initial kick-off meeting between CONSULTANT and STAFF to <br />identify initial steps, data needs, and data sharing protocols, clarify project goals, and discuss <br />feasible actions and anticipated analysis for Phase II. This would help us know what is <br />inaccurate or missing. Following completion of Discovery (Task 2), the CONSULTANT will <br />meet with STAFF again to report on findings, data gaps, and recommendations for Phase II <br />elements. <br />DELIVERABLE: Work product memo laying out a methodology and data needs for Phase II. <br />TASK 2: Discovery <br />Subtask A: Collect and review existing geographic information <br />STAFF will provide CONSULTANT (DCG/Watershed) with an inventory of geographic <br />information system (GIS) layers resident within its "COMPAS" system. Where possible, STAFF <br />will provide layer specific data to CONSULTANT supporting an assessment of layer query <br />potential extracting parcel specific data by land use layer. CONSULTANT will evaluate data and <br />inform the county on the potential to automate data mining within COMPAS. <br />DELIVERABLE: Letter report detailing the potential for data mining COMPAS data by land <br />use layer. CONSULTANT to provide STAFF with GIS data of project progression. <br />Subtask B: Data gap identification <br />CONSULTANT will compile a listing of inaccurate or missing necessary land use data following <br />completion of Subtask A. STAFF and CONSULTANT will meet to discuss the missing data and <br />evaluate options for completing necessary data sets. It is presumed that CONSULTANT will <br />identify methodologies dealing with vacant parcels, redevelopment potential on parcels and <br />advance a method dealing with legal lots created by segregation (now no longer allowed in <br />County code). <br />
