KITTITAS COUNTY SOLID WASTE AND MAINTENANCE MINUTES BOCC CONFERENCE ROOM, 205 WEST 5TH ROOM 108 - ELLENSBURG Regular Meeting TUESDAY 2:00 PM June 13, 2023 Board members present: Chairman Cory Wright, Vice Chairman Brett Wachsmith (Absent) and Commissioner Laura Osiadacz, Others: Patti Stacey, Erica Luce. Call to Order at 2:00 p.m. Citizen Comments (1 min. time limit) — None Solid Waste Updates: Ryegrass Facility - Patti informed the Board she contacted the County Sheriff's office regarding an ongoing issue with trespassing at the Ryegrass Landfill and the individual was trespassed by the Sheriff's department. Patti worked with Neil Caulkins and Doug Mitchell in the Prosecutor's office and a letter was sent to their lawyer. Patti informed the Board she has updated the Department of Ecology on the actions taken. 1) LPL SEPA — Patti informed the Board Department of Ecology requires proposed landfill expansion area to be lined. Patti received the engineer's estimate and relayed to the Board the cost for lining expansion area would be approximately $7 million. Discussion was held on options and cost recovery. 2) Septage Lagoon Land Application — Patti updated the Board on the lagoon levels and that Soiltest Labs, Inc is scheduled to come out today to resample the field. Upper County Scale Project: Patti informed the Board the project is currently out to bid, she had to issue an Addendum to answer questions, which updated the new bid date to June 131h and she will be opening bids today at 3:30pm. Patti informed the Board she is working on Phase 2 of the project involving a redesign of the Cle Elum transfer station entrance with Pat Deneen on a shared driveway. Neil Caulkins has prepared documents for Mr. Deneen to sign. Brief discussion was held on how the new design will allow for a larger queuing area for customers. 2023-06-13 MINUTES
