2. Lakes formed in areas which may be used tar recreational purposes shall be of such <br />depth that will inhibit the growth of vegetative matter in the water. A minimum two foot <br />depth of water shall be maintained in these areas; <br />3. All banks adjacent to any body of water created shall be sloped or stepped as follows to <br />permit a person to escape from the water: <br />a. Soil, sand, gravel and other unconsolidated materials shall be sloped to two <br />feet below the low groundwater line at a slope no steeper than one and <br />one-half feet horizontal to one foot vertical, <br />b. Solid rock, or other consolidated materials shall be stepped or otherwise <br />constructed to maintain a safe condition. <br />The restoration of any borrow, quarry or pit site which results in the formation of a lake shall be the <br />result of careful planning and will take into consideration all factors which contribute to the ultimate <br />ecology of the site. RD-1671 (part), 1971). <br />12.25.070 Quarry sites. <br />The slopes of quarry walls in rock or other consolidated materials shall have no prescribed angle of <br />slope, but where hazardous conditions exist, the quarry shall be either graded or backfilled to a slope <br />of one foot horizontal to one foot vertical or other precautions must be taken to provide adequate <br />safety. (Res. RD-16-71 (part), 1971). <br />12.25.080 Waste sites. <br />The peaks and depressions of wasted materials shall be reduced to a gently rolling topography or a <br />uniformly graded surface which will minimize erosion, drain properly and which will be in substantial <br />conformity with the immediately surrounding terrain. <br />The county road department shall cooperate with other governmental and private agencies in this <br />state and agencies of the federal government in an effort to provide land reclamation of the sites <br />used for the hereinbefore described purposes which will be in the best interests of all concerned. <br />(Res.
