9. Any other feature which contributes to the final appearance of the land subsequent to <br />restoration measures. (Res. RD-16-71 (part), 1971). <br />12.25.030 Minimum standards. <br />The county will adhere to the following minimum standards set forth in Sections 12.24.040 through <br />12.24.080. (Res. RD-16-71 (part), 1971). <br />12.25.040 Borrow, quarry or pit, stock pile and waste sites. <br />1. On all sites in view of a highway where excavation below roadway level is anticipated, a <br />strip not less than fifty feet in width shall be left undisturbed between the toe of the <br />highway slope and the edge of the site. <br />2. Slopes of sites shall be graded and dressed to appear natural with the adjacent terrain. <br />Slope treatment shall be provided on all slopes, except those within quarries, to effect a <br />rounded slope condition at the junction of the slope with the native ground. <br />3. An undisturbed strip of native ground not less than ten feet in width shall be left <br />between the outside slope treatment and the right-of-way boundaries of pit sites. <br />4. Strippings consisting of that material foreign to the kind of materials to be borrowed or <br />produced for use shall be removed and deposited within the site for later placement <br />over the slopes and exposed faces of the site, if deemed suitable for this purpose. <br />5. All such sites, upon completion of operations, shall be cleared of all rubbish, temporary <br />structures and equipment, and shall be left in a neat and presentable condition. <br />6. Vegetative cover which may consist of grass seeding, tree seeding or plant materials will <br />be required to achieve reclaimed sites which are compatible with the surrounding area <br />except that vegetative cover will not be required when the following conditions prevail: <br />a. Sites where adverse growing conditions would prohibit vegetative growth <br />and would not contribute to the compatibility of the site with the <br />surrounding area; <br />b. Those sites where the county or the owners have scheduled site <br />development, such as maintenance buildings, industrial or commercial <br />development, etc., which would be effected within two years after depletion <br />or abandonment of the site. <br />7. Maintenance operations within such sites shall be restricted to only those segments of <br />the site necessary for the operations underway and all stockpiled materials shall be <br />maintained in a neat and presentable condition. RD-16-71 (part), 1971). <br />12.25.050 Borrow sites. <br />The sides of borrow sites which require excavation in soil, sand, gravel, and other unconsolidated <br />materials shall be no steeper than one and one-half feet horizontal to one foot vertical. (Res. RD § <br />16-71 (part), 1971). <br />12.25.060 Borrow and quarry or pit sites which result in the formation of a body of water. <br />Excavations which are of such depth that sufficient waters accumulate to form a body of water will be <br />reclaimed as follows: <br />1. Under no circumstances will stagnant or polluted waters be permitted in any site. <br />Should these waters accumulate remedial measures, such as draining or backfilling, will <br />be taken as corrective action. Backfill material shall be placed to a point one foot above <br />the level at which the water table was encountered when this corrective action is <br />selected; <br />
