FF. OFF -SYSTEM ROAD - A road or right-of-way dedicated or used by the public but not <br />maintained by Kittitas County. <br />GG.ON-SYSTEM ROAD - A road or right-of-way dedicated or used by the public and <br />maintained by Kittitas County. <br />HH.PRIMITIVE ROAD — County roads without the requirement to be maintained, that have,, <br />gravel or earth surface, and average annual daily traffic of 100 or fewer vehicles, and <br />meets the requirements of RCW 36.75.300. <br />II. PRIVATE ROAD - An access road serving three or more lots, residences or multi -family <br />units that is privately owned and maintained for the use of the owner(s) or those having <br />expressed or implied permission from the owner(s). <br />JJ. PUBLIC ROAD - Any street or road which is open to or dedicated to the use of the <br />public. Public Roads may be privately maintained or maintained by a public agency such <br />as Kittitas County, Washington State Department of Transportation or the United States <br />Forest Service. <br />KK. RIGHT-OF-WAY - Land, property, or property interest, usually in a strip, acquired for or <br />devoted to transportation purposes. <br />LL. ROAD OR STREET - A general term denoting a public or private way for purposes of <br />vehicular travel and utilities, including the entire area within the right-of-way (includes <br />alleyways). <br />MM. SHALL - A mandatory condition. Where certain requirements in the design or <br />application use the word "shall", it is mandatory that these requirements be met. <br />NN.SHOULD - Where the word "should" is used, it is considered to be advisable usage, <br />recommended but not mandatory. <br />00. SPECIAL DISTRICT - Any recognized district within Kittitas County that may have <br />some level of jurisdiction over some aspect of a development. A special district may <br />include, but is not limited to, Irrigation Districts, Water Districts, and Fire Districts. <br />PP. STOPPING SIGHT DISTANCE - The distance required to safely stop a vehicle traveling at <br />design speed. It is measured from the driver's eye, 3.5 feet above the pavement to the <br />top of an object 2.0 feet high on the pavement anywhere on the road as defined in <br />AASHTO. <br />QQ. STREET OR ROAD WIDTH - The distance measured from curbface to curbface across <br />a street or edge of traveled way. <br />RR. TRAVELED WAY — That part of the roadway made for vehicular traffic excluding <br />shoulders and auxiliary lanes. <br />SS. UTILITY - A company or individual providing public service such as gas, electric power, <br />irrigation, telephone, Internet, water, sewer or cable television, whether or not such <br />company is privately owned or owned by a governmental entity. <br />TT. WORKING DAYS — Days on which the Department of Public Works is open for business, <br />typically including Monday thru Friday, not including holidays. <br />(Ord. 2015-010, 2015) <br />12.02.040 Terrain Classification. <br />For the purposes of this manual, the terrain in Kittitas County is divided into three categories: <br />A. FLAT - highway sight distances, as governed by both horizontal and vertical restrictions, <br />are generally long or can be made to be so without construction difficulty or major <br />expense. The slope of existing terrain is from 0% to and including 5%. <br />
