M. COUNTY - County of Kittitas, State of Washington. <br />N. COUNTY ROAD -Every road or part thereof, outside the limits of incorporated cities and <br />towns and which has not been designated as a state highway, that has been accepted <br />by resolution by the BOCC onto the county road system. <br />0. COUNTY ROAD SYSTEM — Those roads or rights -of -way maintained by Kittitas County <br />P. CUL-DE-SAC - A cul-de-sac is the end of a dead-end street or alley that widens to <br />provide a circular turnaround for vehicles. <br />Q. DESIGN SPEED - A speed determined for design and correlation of the physical features <br />of a street that influence vehicle operation; the maximum safe speed maintainable on a <br />specified section of street when conditions permit design features to govern. <br />R, DIRECTOR or DIRECTOR OF PUBLIC WORKS - The Director of the Kittitas County <br />Department of Public Works or the County Engineer. <br />S. DEVELOPER - The person or persons legally responsible for the construction of <br />infrastructure related to a land use development activity. <br />T. DRIVEWAY - Access road used by no more than two privately maintained residential, <br />commercial, agricultural or industrial properties. <br />U. EASEMENT - A right held by one person to make specific, limited use of land owned by <br />another person. <br />V. ENGINEER, COUNTY - The statutorily required position of county engineer appointed <br />under RCW 36.80.010. The County Engineer may also be the Director of Public Works <br />when the person in that position also meets the requirements of a licensed professional <br />engineer and is duly appointed by the county legislative authority under RCW 36.80.010. <br />W. ENGINEER, OWNER, APPLICANT, OR DEVELOPER'S — A civil engineer licensed in the <br />State of Washington, acting for the owner, applicant or developer. <br />X. FUNCTIONAL CLASSIFICATION — A classification system for roads with specific <br />definitions in KCC 12.03. <br />Y. HAMMERHEAD — A T-shaped turnaround for vehicles. <br />Z. HIGHWAY - Every way, lane, road, street, boulevard, and every way or place in the State <br />of Washington open as a matter of right to public vehicular travel both inside and <br />outside the limits of incorporated cities and towns. <br />AA. INSPECTOR - An authorized representative of the County Engineer assigned to make <br />inspections for contract performance, standards, and contract compliance. <br />BB. IRRIGATION SYSTEM - means a man-made feature and/or an upland Swale that either <br />conveys water to an ultimate irrigation use or place of use, or that moves and/or <br />conveys irrigation water (e.g., "run-off" from irrigation) away from irrigated lands. <br />Irrigation systems may include the distribution system or parts thereof, consisting of <br />manmade canals, laterals, ditches, siphons, and/or pipes, or pump systems. <br />CC. LAND USE DEVELOPMENT ACTIVITY — Any activity requiring a land use permit from <br />Kittitas County as defined in KCC 15A.02.080, including, but not limited to, <br />Administrative Segregations, Boundary Line Adjustments and Conditional Use Permits. <br />DD. MAJOR DRAINAGE STRUCTURE - A device composed of a virtually nonerodible material <br />such as concrete, steel, plastic, or such material that conveys water from one place to <br />another by intercepting the flow and carrying it to a release point for storm -water <br />management, drainage control, or flood control purposes. <br />EE. MAY - A permissive condition. No requirement for design or application is intended. <br />
