BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br />RESOLUTION <br />NO. Od -�OiT <br />AGREEMENT TO EVALUATE THE VIABILITY OF EXPANDING <br />CONFERENCE OF GOVERNMENT AUTHORITIES SUPPORTING <br />REGIONAL SERVICES FOR CONFERENCE MEMBERS <br />WHEREAS: The Kittitas County Conference of Governments (KCCoG) <br />formulated on August 24, 1995; "The purpose of the COG shall be <br />to develop and promote communication, understanding, and <br />cooperation among the COG member jurisdictions on matters <br />common to, and affecting the public served by the member <br />jurisdictions to wit, RCW 36.64.080'; and <br />WHEREAS: The KCCoG has interviewed multiple regional planning <br />organizations in the past several months developing an <br />understanding as to how regional planning organizations operate <br />and provided a variety of services to members; and <br />WHEREAS: Revised Code of Washington at Chapter 36.64.080 authorizes <br />counties, cities and towns and other participating subdivisions of <br />the state to establish a regional agency for the purpose of studying, <br />coordinating, assisting and managing matters of regional or <br />governmental interest and concern, including but not limited to <br />transportation, land use planning, codes and ordinances, <br />comprehensive facility and land use planning, government <br />finances, air and water quality, regional and local social services, <br />and other matters of local and regional interest of significance; and <br />WHEREAS: Article II of the current bylaws of KCCoG does contemplate a <br />variety of purposes but does also appear to limit the actions of <br />KCCoG to studying issues and making recommendations for <br />review and action by the member counties and/or cities legislative <br />body; and <br />WHEREAS: Expansion of KCCoG organizational structure, finance structure, <br />service package delivery model will require future actions by <br />KCCoG members; and <br />WHEREAS: KCCoG members desire better understanding of the necessary <br />organizational structure changes required, the finance structure <br />
