Cook <br />RECOMMENDATION: <br />Direct staff on Kittitas County Recreation District No. 1's request. <br />BRIEFING SUMMARY: <br />• Staff have met with City of Roslyn and Cemetery Commission staff detailing <br />project design requirements and timelines. <br />• Staff will prepare a contract for the Board of County Commissioners (BoCC) <br />consideration once we receive the funding contract model from the Prosecuting <br />Attorney's Office. <br />• The County has issued a notice of intent to fund Roslyn not to exceed $275,000. <br />• The County Engineer has developed an engineer's estimate for rehabilitating the <br />Evergreen Snow Park (EXHIBIT 1). <br />• Ongoing maintenance revenues (Kittitas Recreation District No. 1 — KRD1) are <br />not currently defined. <br />BACKGROUND: <br />The BoCC has requested Public Works (PW) assist them distributing some of the <br />American Rescue Plan Act funding to two potential recipients in the county. The request <br />to fund irrigation improvements to the Roslyn Cemetery is well underway. Staff is <br />waiting on a system design for inclusion into the BoCC's funding agreement. Following <br />a staff site visit to the Evergreen Snow Park last month, PW Design/Construction staff <br />developed a planning level cost estimate for BoCC consideration (EXHIBIT 1). <br />DISCUSSION: <br />The initial engineer's estimate to rehabilitate Evergreen Snow Park is in excess of $1 <br />million. Two possible improvement configurations are provided as EXHIBIT 2. The <br />conditional use permit for the park is provided as EXHIBIT 3. <br />Significant capital investment is needed at the snow park. The BoCC may want to <br />consider discussing long term operations and maintenance support for the park with <br />KRD1 prior to moving to funding award. KRD1 has previously discussed deeding the <br />snow park to the county.
