KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 <br />Regular Meeting <br />MONDAY 1:30 PM May 8, 2023 <br />Board members present: Chairman Cory Wright, Vice -Chairman Brett <br />Wachsmith, and Commissioner Laura Osiadacz. <br />Others: Arden Thomas, Josh Fredrickson, Rebecca Cruse, Public Works; <br />Jessica Miller, Dan Carlson, Toni Berkshire, Jeremy Larson, Jayme <br />Ayling, Steph Mifflin, Jeremiah Cromie, Community Development <br />Services; Neil Caulkins, Prosecuting Attorneys Office; 3 members of <br />the public. <br />At 2:20 PM Chairman Cory Wright opened the Public Works Study <br />Session. <br />No Citizen Comments. <br />REQUEST FOR THE BOARD OF COUNTY COMMISSIONERS TO EXECUTE A LETTER TO <br />THE NATURE CONSERVANCY <br />Arden Thomas presented the Board of County Commissioners with a <br />letter to The Nature Conservancy as requested for consideration. <br />Vice -Chairman Brett Wachsmith moved to approve transmittal of the <br />letter, seconded by Commissioner Laura Osiadacz. <br />ELK MEADOWS MCELROY BRIDGE ALTERNATIVE ANALYSIS <br />Arden Thomas briefed the Board of County Commissioners on three <br />alternatives for the Elk Meadows Community reliant on the McElroy <br />Bridge and is seeking direction moving forward. Discussion pursued. <br />Josh Fredrickson responded to discussion about the freeboard <br />requirements and stated that the hydraulics manual requires 3 feet of <br />freeboard thus increasing costs to meet the codes minimum. The Board <br />gave staff direction to engage the HOA with these options and prepare <br />a temporary land use moratorium limiting development on the far shore <br />for consideration at the next meeting. <br />THOMAS ROAD SPEED STUDY <br />Josh Fredrickson briefed the Board of County Commissioners on a <br />request received to reduce the speed of Thomas Road. Public Works <br />conducted a traffic study and the outcome validates holding a public <br />hearing. The Board of County Commissioners directs staff to schedule <br />a public hearing for consideration. <br />2023-5-8 MINUTES <br />
