The THIRA focuses on eight of those risks: cyber- <br />attack, earthquake, explosive devices {terrorism}, flood, hazmat release (radiological), pandemic- human {biological), tsunami, and <br />wildland fire. The 2022 washinglon state Risk Profile scored the state's relative risk as 8.77, ranking it as ihe 12th hlghest at-risk <br />state. Washington State has consistently had a high relative risk score {ranked in the top 25% of states for the past seven years) <br />and must be prepared to preven! respond to, mitigate, and recover from acts of terrorisrn. <br />The FY22 projects were selected to build upon or sustain a range of Core Capabilities identified in the 2021 SpR as having <br />significant gaps as well as to support the six National Priority Areas. The investments support the planning, Organization, <br />Equipment, Tralning, and Exercise solution areas with a focus in the following Core Capabilities; Access Control & ldentity <br />Verification; Community Resilience; C.ritical Transportation; Cybersecurity; Forensics & Attributlon; lnfrastructure Systems;lnterdiction & Disruption; Logistics & Supply Chain Management; Mass Care Services; Mass Search & Rescue Operations; On-Scene <br />Security, Protection, & Law Enforcement; Operational Communications; operational Coordination; physical protective Measures; <br />Planning; Public Health, Healthcare, & Emergency Medical Services; Public lnformation & Warning; Screening, Search, & Detection; <br />Situational Assessment; and Supply Chain lntegrity & Security. <br />Reglon 7 terrorbt targets include: <br />Energy Producing Dams <br />Large Crowds During Events <br />Access Control to Critical lnfrastructur€ <br />Transportation Corridors <br />Agro-Terrorism <br />Attachment D-l <br />DHS.FEMA-HSGP-SHSP-FY22 Page 38 of44 Kittitas Coung, E2$1 16
