Flood Control Zone District <br />Page 2 <br />notify FEMA of changes to the base flood elevation within six months of when technical <br />information ofsuch changes becomes available. <br />Per FEMA Region X Guidance Memorandum: Temporary Encroachments into the Floodway <br />(October 2009), the applicant may be liable for any.flood damage resultingfrom the temporary <br />structure. Information ft•om the current Flood Insurance Study suggests that the McElroy Bridge <br />does not have sufficient hydraulic capacity to convey the 1% chance annual flood event. The new <br />bridge girders will elevate the bridge decking by 6 incites. 7 his difference in hydraulic capacity <br />may decrease base flood elevations upstream of the bridge (an estimated 19 insurable structures <br />may be affected) and increase them downstream of the bridge (an estimated 5 insurable <br />structures may be impacted). Since a hydraulic analysis has not yet been conducted, the length of <br />affected river and the magnitude ofpotential change is uncertain. <br />Relevant codes that must be followed are shown below: <br />14.08.105 Duties and Responsibilities of the Floodplain Administrator. <br />Duties of the Floodplain Administrator shall include but not be limited to <br />I . Interpretations of the flood insurance rate maps (FIRM), and floodplain and floodway <br />field designations. The Kittitas County Public Works Department shall maintain and keep <br />all files and related information regarding the county's National Flood Insurance Program <br />eligibility. <br />2. Field verification of lowest floor elevations at the time of framing inspection, and all <br />other special construction requirements contained in this chapter. <br />3. Ascertaining whether all building permits issued in areas within the 100 -year floodplain <br />comply with all of the special construction requirements of this chapter. <br />4. Review all development permits to determine that the permit requirements of this chapter <br />have been satisfied; review all development permits to determine that all necessary <br />permits have been obtained from those federal, state, or local government agencies from <br />which prior approval is required. <br />S. Review all development permits to determine if the proposed development is located in <br />the floodway. If located in the floodway, assure that the provisions of KCC 14.05.300 are <br />met_ <br />6. Review all development permits to determine that the site is reasonably safe from <br />flooding. <br />7. Notify FEMA when annexations occur in the Special Flood Hazard Area. <br />8. Notify FEMA of changes to the base flood elevation within six months of when technical <br />information of such changes becomes available. Such notification shall include technical <br />or scientific information. <br />14.08.300 Floodways. <br />Located within areas of special flood hazard established in KCC 14.08.040 are areas designated <br />as floodways. Since the floodway is an extremely hazardous area due to the velocity of <br />floodwaters which carry debris and potential projectiles, and erosion potential, the following <br />provisions apply: <br />
