KITTITAS COUNTY <br />FLOOD CONTROL ZONE DISTRICT <br />FLOOD DEVELOPMENT PERMIT <br />Project: FD -21-00002 Integrity Structural Engineering, PLLC <br />Date: February 1, 2022 <br />Description: Re -install the McElroy Road Bridge for temporary use by replacing the <br />failed girders with new steel girders and installing new and salvaged <br />timber decking and curb. This structure can remain in place and in use <br />under this permit until November 15, 2023. <br />Landowner: Elk Meadows Homeowners Association <br />Location: The project is located at the McElroy Road bridge within the SE % of <br />Section 22, T20N, R14E, WM, in Kittitas County, Washington. <br />Watercourse: Yakima River <br />FIRM Panel: 53037C 654 D <br />Zone: AE <br />Base Flood Elevation: Estimated between 2048.6 and 2051.8 FT NAVD 88 <br />Permission is granted under the provisions of RCW 86.16 and KCC 14.08, to complete the <br />Proposed project. This permit is subject to the flood hazard reduction provisions in Kittitas <br />County Code 14.08. All construction materials shall be resistant to flood damage, and the project <br />shall be constructed using methods and practices that minimize flood damage. <br />A Final Inspection with the Flood Control Zone District is required prior to final approval. <br />Please call Kittitas County Public Works at (509) 962-7523 to schedule the final inspection with <br />the Floodplain Manager. <br />Replacement of the McElroy Bridge, which failed on December 13, 2021, is authorized as a <br />temporary structure. New steel girders and new and salvaged timber decking and curb will be <br />installed. The McElroy bridge must be removed by November 15, 2023 unless continued use is <br />authorized in writing by a superseding floodplain development permit. <br />The bridge will be located within the Floodway. Consistent with FEMA Region X Guidance <br />Memorandum: Temporary Encroachments into the Floodway (October 1009, attached), a <br />hydraulic analysis Conditional Letter of Map Revision (CLOMR) or Letter of Map Revision is <br />not required. for the bridge to be temporarily placed on site. <br />The Flood Control Zone District will conduct a hydraulic analysis to inform permanent bridge <br />requirements.
