Jocr
Kittitas County Parks and Recreation District 1
?. P.O. Box 1064 - Roslyn, WA - 98941
RECEIVED
info@kprd1.org
www.ukcparksandrec.org biAR 14 2iJz3
KITTITAS COUNTY
BOARD OF COMMISSIONERS
Board Of County Commissioners March 8, 2023
205 W 5th Ave Suite 108
Ellensburg WA 98926-2887
Subject: ARPA Appropriations Request
KPRD1 is not funded by tax revenue of any kind - we exist and operate on what
we are able to raise through donations. Thankfully, the District owns a five -acre
parcel outside South Cle Elum that was developed into the Evergreen Sno-Park
in 2014. Evergreen provides users with over 90 miles of trail access - the other
five Sno-Parks in the district combined have 115 miles of trails access, making
Evergreen the Sno-Park with the greatest access and the most potential traffic.
We lease the Sno-Park property to Washington State Parks each winter season
for a fee which we then use to pay our annual insurance bill, leaving the District
to function the rest of the year on donations.
The lack of a reliable income source prevents the district from accomplishing
projects we have on our agenda - projects that would benefit any resident or
visitor to the District in their pursuit of recreational activities. We realize there
are a variety of grants that could be applied for but with many requiring
matching funds, we are simply unable to gain any traction in our goal of
improving and expanding recreational opportunities in Upper County.
The Evergreen Sno-Park was established on land that had previously been
used as a dumping site for construction debris and fill dirt. It was then graded
and covered with gravel. Over time, the gravel has sunk into the clay -like
substance below it necessitating several additional gravel applications. These
"band -aide" fixes simply have not lasted long. The lack of proper preparation
Kent Verbeck Ira Astrachan Keegan Fengler Ali Astrachan Lucy Temple
