on N Water. <br />6. The following standards are applicable to W 6th Ave a storefront street. (ECC 15.510.050) <br />The proposed county parking lot meets ECC 15.510.050.0 standard along 6th Ave. <br />Per 15.510.050.0 *New parking lots adjacent to street corners shall be prohibited. This <br />provision in city code would now allow the parking lot without a determination from the <br />director. After discussing this project and the street designation on 6th, the director believes <br />a code change to amend the street designation is more appropriate than making a code <br />determination that would allow the parking lot. The existing buildings on 6th Street between <br />Main Street and Water Street do not fit the design or intent of a storefront street. The code <br />change would likely start during the summer of 2023 and be completed towards the end of <br />2023. <br />Per 15.510.050.D *Vehicular access(driveways) is discouraged on storefront streets. Where <br />vehicular access is unavoidable, no more than on curb cut shall be allowed. <br />7. The property fronts multiple streets and will need to meet the following is applicable: <br />a. For properties fronting on multiple streets, departures will be considered pursuant to <br />ECC 15.210.060 for all but one of the frontages. Departures to parking location <br />standards shall not be granted for developments adjacent to storefront streets, except <br />where the site fronts onto three or more storefront streets. <br />8. ECC 15.520.040 Internal pedestrian access and design. <br />15.520.040(D) requires a 6' unobstructed walkway through parking lots greater than 150' <br />long. The project has provided the walkway, but applicant needs to ensure that it is 6' of <br />unobstructed width and the access route shall be separated from parking and travel lanes <br />by use of contrasting paving material, which can be raised above the vehicular pavement. <br />The sidewalk material must continue the sidewalk pattern and material across internal <br />driveways. Pedestrian scaled lighting (max 15' height) shall be used to define the walkways. <br />The proposed light depicted in the plans shows 17'— this light pole will need to be reduced <br />to 15'. <br />9. Pursuant to 15.520.070 Parking Lot design, the surface parking lot will need to provide a <br />buffer option. It appears the buffer option along Water Street is according to <br />15.520.070(1)(a). A 6' wide planting bed and continuous low wall are depicted on the plans. <br />The planting bed shall be in front of the wall and feature Type C landscaping (addressed in <br />item #13). Departures utilizing alternative landscaping will be considered pursuant to ECC <br />15.210.060 provided it meets the standards of the parking lot design section of code. The <br />wall shall around 3' high and constructed of brick, stone, decorative concrete or concrete <br />block or other permanent material that provided visual interest and helps to define the street <br />edge. The proposed plans did not specify the height or material of the wall along Water <br />Street. This will need to be clarified in the plans. <br />10. Streetscape amenities must be integrated into the design of the sidewalks in conjunction <br />with this development along designated storefront and secondary streets. For each 100 <br />cumulative lineal feet of storefront street frontage (6th Street -unless the project is <br />constructed after the proposed code change in item #6), at least two (2) of the desired <br />amenities shall be included. For each 100 cumulative lineal feet of secondary street <br />frontage (7th Street and Water Street) at least one (1) amenity shall be included. All the <br />Streetscape amenity options can be found in 15.520.080(C). <br />11. ECC 15.580, Outdoor Lighting. The outdoor lighting must comply 15.580.040 lighting <br />standards and guidelines. <br />
