The property is zoned Central Commercial. It fronts three streets: N Water St., W 7th Ave, <br />and W 6th Ave. <br />2. There are no critical areas on the properties, so a critical area application is not required. <br />3. Because the project is proposing over 20 parking spaces, a SEPA is required. A site <br />development permit will be required. The property will also require a boundary line <br />adjustment to combine the parcels. <br />4. ECC 15.550.080 provides guidance on Parking lot design and construction standards. <br />Some of those standards are expanded in further detail in the following comments. Some of <br />those code refences are: <br />• For Parking lot location standards along street frontages, see ECC 15.510, Site <br />Orientation <br />• For pedestrian access provisions within parking lots, see ECC 15.520.040, Internal <br />pedestrian access and design. <br />• For lighting standards, see Chapter 15.580 ECC, Outdoor lighting. <br />• For parking lot screening and internal landscaping, see ECC 15.570.050(A), Surface <br />Parking Lot Landscaping. <br />5. ECC 15.510 Site Orientation. <br />The parking lot would need to comply with the Site Orientation standards found in ECC <br />15.510. N Water St and W 7th Ave are secondary streets and W 6th is a storefront street. <br />The following standards are applicable to N. Water Street and W 7th Ave which are <br />secondary streets: <br />*No more than 50% of the street frontage can be occupied by off-street parking and <br />driveways. *Departures will be considered pursuant to ECC 15.210.060 and ECC <br />15.510.120.
