It is anticipated that youth from Cle Elum <br />to Snoqualmie Pass would likely utilize the Cle Elum facility, hence a district comprised <br />of Cle Elum/Roslyn/Easton seems reasonable. Eliminating Thorp does not significantly <br />devalue district bonding capacity. <br />Formulation. The BoCC is aware that formulation minimally requires a majority vote by <br />resolution and the required Department of Commerce feasibility study. An option at <br />formulation is the imposition of 0.002 percent sales and excise tax along with lodging tax <br />within the district. Staff placed a call to DOC on 04/05/2023 asking if a separate lodging <br />tax within the district could be layered over the county's current lodging tax. DOC staff <br />could not provide an answer as of the time of this briefing. Both actions would <br />commence following a simple majority of voters within the district boundaries. The <br />advantage is putting in place, from the onset, sufficient revenue offsetting operational <br />costs. <br />The formulation process also requires establishment of the administrative component of <br />the district. A selection of five, seven or nine commissioners is available to the BoCC for <br />consideration. Five or seven board of directors appointed by the county legislative <br />authority and must reflect the interests of the cities in the county as well as <br />unincorporated area of the county. At least one member must represent the lodging <br />industry if lodging tax is imposed. Members serve four years, two of the five staggers at <br />two years or three of the seven staggers at two years. It seems the discussion on the <br />number of commissioners serving is best evaluated by boundary selection and the <br />BoCC's desire incorporating the cities of Cle Elum and Roslyn by interlocal agreement <br />(allowed in the legislation). If that is the case, then two would represent the two cities, <br />one would represent the lodging industry (presuming we get a favorable answer from <br />Commerce) leaving two to represent the county as a minimum formulation. <br />Review of Commerce Previous Feasibility Studies. PW obtained and reviewed a half <br />dozen previous feasibility studies prepared pursuant to Revised Code of Washington <br />43.110.030 or 43.110.080 (EXHIBIT 1). A compilation of table of contents from three <br />county feasibility studies (Lewis, Cowlitz, and Asotin) is provided for BoCC <br />consideration (EXHIBIT 2). It appears that much of what the Upper Kittitas County <br />Community Recreation Center Alliance (UKCCRCA) has already produced will be <br />central to feasibility consideration. The county will also need to forecast sales and use <br />tax revenue along with lodging tax (if allowed) revenue against operational costs.
