Cook <br />RECOMMENDATION: <br />Direct staff continue and complete a preliminary feasibility study regarding the <br />formulation of a public facility district in upper county. <br />BRIEFING SUMMARY: <br />• Staff, with assistance from the Assessor, have evaluated several different potential <br />district boundaries for general obligation bond capacity. <br />• Review of actions possible at formulation is complete. <br />• Review of district administrative options is complete. <br />• Review of numerous Commerce Department feasibility studies is complete. <br />• Suggested next steps. <br />BACKGROUND: <br />During the February 27, 2023, Public Works (PW) study session, the Board of County <br />Commissioners (BoCC) directed staff work with various elected officials developing a <br />preliminary feasibility study supporting the formulation of public facility district in upper <br />county. Staff has evaluated general obligation bonding capacity of several boundaries, <br />reviewed several formal feasibility studies, and evaluated the administrative component <br />of a public facility district. <br />DISCUSSION: <br />Boundary Options. With assistance from the County Assessor, PW has evaluated several <br />district formulations for maximum general obligation bonding capacity.
