Personnel Total Cost
$153,403.88
Additional Narrative
The Case Manager position provided in the budget is also compensated at fair market value for the
services provided within their field and community. The position of case manager will be hired if
funding is provided to work with in the Kittitas County Jail and provide the necessary mental health
services and assist their already placed staff. The current employee working in the jail from
Comprehensive Healthcare has been chosen to be the project developer and supervisor but his salary
and benefits are what Kittitas County is using as the required matched funds. By hiring an additional
case manager to assist the current staff it will free up the necessary time to develop in year one the
long tern program required and allow them to focus their time on that 80% of the time while still being
available for crisis and programming needs in the facility. The yearly salary for a Case Manager is
$52,512 plus administration fees (not including benefits and at the contracted rate of 21.3% of their
salary from the Mental Health Provider) of $11,187.
MATCH: The Program Manager, David Guyer, is currently a contracted employee of the Kittitas County
Sheriffs Office from Comprehensive Healthcare, His salary will be the "in-kind" match required by the
grant solicitation. In year one he will work 80% of his time on the development of this grant and the
planning necessary to gain further approval. The additional 20% he will continue to do the work he is
currently doing with in the Jail. His salary is compensated at fair market value at $84,258 plus
administration fees (not including benefits, administrative rate also figured at the contracted rate of
21.3°/x) of $17,952. Since the program lead will only working 80% of their time during year one on this
project as explained above, that makes his salary for his portion of this budget year $67,406 with
administration fees of $14,362 for our match based on his total salary.
MATCH: The Kittitas County Sheriff has identified Lieutenant Edward Buntin as the Program Lead and
his duties will be a match for this grant project. Lieutenant Buntin will oversee the budget, project
contracts, correctional staff, and other grant duties. As program lead, Lieutenant Buntin will work
closely as the point of contact with Kittitas County leadership, BJA grant staff, Mental Health partner
organization Comprehensive Healthcare, and his local community to make sure the scope and
direction of the project is completed. Lieutenant Buntin's salary is based on a collective bargaining unit
amount totaling $99,211 not including benefits. Because he will spend approximately 8% on this new
program based on past grant work and involvement, his salary as part of our match will be $7,936.88.
There is no administrative fees as part of his wages.
Kittitas County Sheriff's Office intends to utilize existing staff for the program lead role. The program
lead will dedicate 8% of their time to the project and be compensated at fair market value for the
service provided. The amount of time compensated is based on Lieutenant Buntin's experience as the
same position in a current DOJ COSSAP grant he oversees.
MATCH: Personnel Total cost for year one is $153,403.88 - Federal Total Amount of $63,699 and
match of $89,704.88.
Year 2
Time Percentage
Name Position Salary Rate Worked of Time (%) Total Cost
