KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />2023 AGENDA STAFF REPORT <br />AGENDA DATE: April 4, 2023 <br />ACTION REQUESTED: Request to Approve a Resolution to Rescind the selection <br />of East Slopes Earthworks for the Manufactured Home, <br />Barn, Arena, and Garage Demolition and Salvage Project. <br />BACKGROUND: Kittitas County Public Works advertised a request for <br />services to demolish four buildings on Flood Control Zone <br />District property and make the salvage rights available to <br />encourage material reuse. This solicitation followed <br />Chapter RCW 39.26.120 requirements. Public Works <br />received nine (9) qualified proposals. An internal Public <br />Works review team reviewed the proposal and <br />recommended award to East Slopes Earthworks. After the <br />Board approved the selection of East Slopes Earthworks, <br />one of the project respondents protested. In response to <br />this protest, we requested legal review by council. The <br />result of this review was a determination that building <br />demolition is subject to Chapter 39.04 RCW and not RCW <br />39.26. <br />INTERACTION: Public Works. <br />RECOMMENDATION: Approve the Resolution to rescind the selection of East <br />Slopes Earthworks for the Manufactured Home, Barn, <br />Arena, and Garage Demolition and Salvage Project. <br />HANDLING: Return one original to Public Works. <br />ATTACHMENTS: Resolution. <br />LEAD STAFF: Arden Thomas, Water Resource Manager. <br />
