KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />2023 STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: February 27, 2023 <br />TOPIC: Cove Road Parking <br />ACTION REQUESTED: Direct Staff <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />Direct staff prepare a parking proposal for Board consideration. <br />BRIEFING SUMMARY: <br />• Responding to ongoing parking demand for Manastash Trail access at the end of <br />Cove Road, Public Works has docketed a capital improvement project within the <br />2023 Parks and Recreation budget. <br />• County Surveyor Turnbull has verified unopened county right of way near the end of <br />Cove Road. <br />• PW proposes opening the right of way for additional trail access parking. <br />BACKGROUND: <br />Increasing Manastash Trail parking demand is being met by PW through expanded parking <br />contained in the 2023 Capital Facility Plan (Parks and Recreation). Recently, County <br />Surveyor Turnbull verified unopened county right of way near the end of Cove Road. The <br />unopened right of way is being evaluated for additional Cove Road parking. <br />DISCUSSION: <br />Last year, PW reached out to a local resident seeking to acquire land for additional Cove <br />Road parking. The response was not favorable. The effort did awaken PW to the "Plat of <br />Cove Lake" 1996. Cove Lake Drive was created by the plat and dedicated for use of the <br />public forever "..all roads, streets, easements or whatever public property shown thereon.." <br />(EXHIBIT 1). The 60 -foot right of way is 260 feet long with a 50 -foot radius turnaround at <br />the end. PW desires opening the right of way allowing additional Cove Road parking. <br />PW anticipates owners of Lots 9, 10, 11 and 12 may not support our desire for additional <br />parking. Use of Cove Lake Drive will keep parking off of Cove Road, creating a safer <br />environment for trail users and the traveling public. <br />FISCAL IMPACTS: <br />$339,260 is budgeted in the Parks and Recreation 2023 Capital Facility Plan. <br />ATTACHMENTS: <br />EXHIBIT 1: PLAT OF COVE LAKE <br />Page 1 of 2 <br />Public Works "Work Session Staff Report", 2023 <br />
