Funding was secured for Phase 3 design and the City completed o'shovel-ready" plans and specifications <br />in November 2020. Due to funding limitations, the construction of Phase 3 is underway in several <br />subphases. Phase 3,{, including various improvements from Billings Avenue to Pennsylvania Avenue, <br />and Phase 38, including improvements to the north block of First Street from Pennsylvania Avenue to <br />Harris Avenue, will be completed this fall. The updated Downtown Revitalization Project Summary <br />brochure is attached for reference. <br />Scope of Work <br />Successful award of this application will complete the third subphase, Phase 3C, consisting of <br />improvements on the south side of First Street from Pennsylvania Avenue to Harris Avenue, including the <br />southwest bulbout at the intersection of First Street and Harris Avenue. This project will complete nearly <br />all proposed improvements between Pennsylvania Avenue and Harris Avenue, bringing the City's vision <br />to reality along another block and maintaining momentum towards completion of the entire Downtown <br />Revitalization project. The City anticipates development and private investment will be spumed along the <br />improved blocks (see related discussion in Question 4). <br />The City has prepared the following summary comparing existing conditions (before the project) with <br />proposed conditions (following project completion). <br />Existing Conditions <br />Sidewalk <br />Sidewalk is deteriorating on both sides of First Street throughout the project corridor. There are currently <br />two large driveway entrances to a single business on the south side of First Street between Pennsylvania <br />Avenue and Harris Avenue, The comer ofthe Harris Avenue intersection includes deteriorating pedestrian <br />ramps. Mismatched street lights, inconsistent site amenities, and minimal landscaping exist in the <br />sidewalk. <br />Street <br />First Street is an auto-centric thoroughfare. Since First Street was the original state highway through Cle <br />Elum prior to construction of Interstate 90 (I-90), travel lanes along the project corridor were constructed <br />17-ft wide. The roadway also includes a l2-fttwo-way turn lane and l8-ft paved and striped parking strips <br />on both sides of the street. First Street from Oakes Avenue to Peoh Avenue, including the Phase 3C project <br />area,remains State Route 903 to this day. <br />Proposed Conditions <br />Sidewolk <br />Phase 3C will construct sidewalk improvements along the south side of First Street between Pennsylvania <br />Avenue and Harris Avenue (excluding the south bulbout at First Street and Pennsylvania Avenue), nearly <br />completing another block of the six-block revitalization corridor. These improvements include patterned <br />sidewalks, planters with columnar street trees and GFCI receptacles, irrigation, pedestrian and street <br />illumination, site amenities, overhead banner pole and foundation, mid-block bulbout, and the southeast <br />bulbout at the intersection of First Street and Harris Avenue. The overhead banner pole and foundation and <br />the two bulbouts will constructed opposite their northern counterparts constructed in Phase 3B, completing <br />each pair. <br />Construction of all subphases under Phase 3 will complete a continuous and unencumbered sidewalk <br />system on both sides of First Street accommodating pedestrians of all abilities. The wide sidewalks allow <br />for amenities such as seating, shade, bicycle racks, planter boxes, public art, and trash receptacles without <br />4
