PROJECT NARRATTVE <br />1. Project Description: Describe the scope of work. Indicate the major work involved, including a brief comparison of <br />existing and proposed conditions. <br />The City of Cle Elum is proposing a construction project for improvements to the south block of First <br />Street between Pennsylvania Avenue and Harris Avenue, including the southwestem bulbout at the First <br />Street and Harris Avenue intersection. This project would complete all revitalization efforts in <br />approximately 40o/o of the Downtown Revitalization corridor and establish critical utility system <br />connections between the limits of the current Phase 34. and Phase 38 projects. <br />Background <br />ln 2017, the City of Cle Elum initiated a Downtown Revitalization effort to enhance the appearance of <br />First Street, increase economic growth and vitality, and create a safe walkable streetscape consistent with <br />their Complete Streets Ordinance. Stakeholders including business and property owners, residents, the <br />general public, Cle Elum's Planning Commission, and City Council provided valuable input throughout <br />the planning process. In June 2017, the City Council unanimously adopted the Preferred Alternative as <br />shown in the conceptual plan by resolution. The resolution established the City's commitment to <br />implement the concepts for street and parking configuration, streetscape amenities, and landscape <br />improvements for First Street. The Downtown Revitalization Preferred Alternative brochure is attached <br />for reference. <br />To implement the Plan, the First Street corridor defines Billings Avenue as the west termini and Peoh <br />Avenue as the east termini. To seek funding for all of the improvements identified in the concept plan, the <br />corridor was separated into three succinct phases: <br />1. Phase I - Peoh Avenue and SR 903 (First Street) Intersection Improvements; <br />2. Phase 2 - First Street Stormwater Improvements and Billings Avenue to Oakes Avenue <br />Improvements; and <br />3. Phase 3 - Downtown Revitalization including First Street pedestrian and street improvements. <br />Since adopting the Prefened Alternative in 2017, over $5.8 million in funding has been secured from 21 <br />sources, including local, state, and federal programs. The Downtown RevitalizationFunding Summary is <br />attached for reference. <br />Phase l, completed in December 2018, constructed all stormwater, sidewalk, and roadway improvements <br />at the First Street and Peoh Avenue Intersection. <br />Phase 2, completed in the fall of 2020, constructed: <br />o all remaining stormwater improvements for the six-block project corridor, <br />o sidewalk and roadway improvements at the First Street and Billings Avenue intersection, ando the north block between Billings Avenue and Oakes Avenue. <br />Phase 3 includes: <br />o streetscape improvements on the south block between Billings Avenue and Oakes Avenue, <br />o intersection improvements along First Street at Oakes Avenue, Pennsylvania Avenue, Harris Avenue, <br />Wright Avenue, and Bullitt Avenue, and <br />o the north and south blocks between the intersections of Oakes Avenue and Peoh Avenue.
