Cook and Justin Turnbull <br />RECOMMENDATION: <br />Adopt the proposed Public Works drone policy. <br />BRIEFING SUMMARY: <br />• PW acquired a survey drone fourth quarter of 2022. <br />• Prior to performing regular survey flight operations, PW desires setting <br />department policy concerning drone use. <br />• The policy will be reviewed by the Prosecuting Attorney's Office for compliance <br />with public disclosure law. <br />BACKGROUND: <br />After several years of technical evaluation, PW elected to acquire a survey drone in 2022. <br />Deployment of the drone requires Federal Aviation Administration (FAA) flight <br />certification and data collected is subject to Washington State public disclosure law. <br />DISCUSSION: <br />PW believes it is essential to stipulate that data collected, but not used in survey <br />document creation, be noticed in policy as being incidental to our survey. This allows us <br />to discard significant digital data that is not post -processed by a third -party vendor. <br />Collected data is extremely heavy (large data file size) and archiving will get expensive <br />quickly if PW cannot manage data weight from the start of drone flight operations. <br />As numerous FAA certified operators will operate our survey drone, the policy defines <br />operational requirements consistent with FAA requirements. <br />FISCAL IMPACTS: <br />None. <br />ATTACHMENTS: <br />EXHIBIT 1: PUBLIC WORKS SURVEY DRONE POLICY <br />Pagel of 2 <br />Public Works "Work Session Staff Report", 2023 <br />
