Providing the Board of County Commissioners (BoCC) desires evaluating the potential
for creating a Public Facility District serving upper county (Thorp — west to Snoqualmie
Pass), Public Works could compile initial feasibility information for the Board. Since the
feasibility study is required prior to any legislative action, it makes sense to tackle study
issues at the front of any BoCC effort. PW suggests the following work program starting
with contacting MRSC and obtaining feasibility reports on file, review the file reports,
develop a likely feasibility report scope of work, and report back to the BoCC. The
report back is expected to include feasibility report likely contents, identified impacts to
other elected offices of the county, and a financial estimate for feasibility study cost.
FISCAL IMPACTS:
Undetermined at this time. The cost of preforming the suggested work program is
budgeted in Public Works Administrative 2023 budget.
ATTACHMENTS:
EXHIBIT 1: RCW 3 6. 100
EXHIBIT 2: "Upper Kittitas County Community Recreation Center" presentation
materials to staff, January 2023.
Public Works "Work Session Staff Report", 2023
