estimated building costs. Currently, final design fees are expected in the low $400,000 <br />range with two separate construction options. Option one is to build the complete shell <br />(emergency operations center (EOC) and search and rescue storage bay) and to fully <br />build out the EOC. This option is estimated at $3.7 million (design and construction). <br />The second option is to go all in and buildout both operational areas for an estimated total <br />amount of $4.8 million. The economy, supply chain issues and interest rates are <br />significant unknowns. BORA is recommending a contingency of 30% be considered in <br />the budget to account for these unknowns at this time. PW is currently utilizing 15% <br />contingency on our design/construction projects. The impact of the suggested 30% <br />contingency inflates the two cost proposals to: $4.6 and $5.9 million respectively. <br />Control of the House of Representatives is expected to change to Republican. While the <br />majority is likely small (one short of control today with 13 seats undecided), the impact <br />on finalizing proposed budgets is unknown. The Senate will remain Democratic. <br />Congresswoman Schrier has been reelected. Her $1.2 million earmark remains in budget <br />legislation. This represents approximately 25% (25 percent) of total project cost. <br />PW has resolved onsite septic location and preliminary drain field sizing with assistance <br />from the Health Department. Water supply requires additional effort. It is unknown if <br />PW will be able to satisfy the Health Department on water availability certification ahead <br />of the June building permit deadline. <br />FISCAL IMPACTS: <br />Multiple cost implications. A low estimate of $4.6 million with a high estimate of $5.9 <br />million. Design fees are anticipated in the low $400,000 range.
