estimated building costs. Currently, final design fees are expected in the low $400,000
range with two separate construction options. Option one is to build the complete shell
(emergency operations center (EOC) and search and rescue storage bay) and to fully
build out the EOC. This option is estimated at $3.7 million (design and construction).
The second option is to go all in and buildout both operational areas for an estimated total
amount of $4.8 million. The economy, supply chain issues and interest rates are
significant unknowns. BORA is recommending a contingency of 30% be considered in
the budget to account for these unknowns at this time. PW is currently utilizing 15%
contingency on our design/construction projects. The impact of the suggested 30%
contingency inflates the two cost proposals to: $4.6 and $5.9 million respectively.
Control of the House of Representatives is expected to change to Republican. While the
majority is likely small (one short of control today with 13 seats undecided), the impact
on finalizing proposed budgets is unknown. The Senate will remain Democratic.
Congresswoman Schrier has been reelected. Her $1.2 million earmark remains in budget
legislation. This represents approximately 25% (25 percent) of total project cost.
PW has resolved onsite septic location and preliminary drain field sizing with assistance
from the Health Department. Water supply requires additional effort. It is unknown if
PW will be able to satisfy the Health Department on water availability certification ahead
of the June building permit deadline.
FISCAL IMPACTS:
Multiple cost implications. A low estimate of $4.6 million with a high estimate of $5.9
million. Design fees are anticipated in the low $400,000 range. Representative Schrier
has placed a $1.2 million earmark in pending budget legislation.
ATTACHMENTS:
EXHIBIT 1: BORA cost range sheet dated November 8, 2022.
EXHIBIT 2: BORA schematic design documents
Page 2 of 4
Public Works "Work Session Staff Report", 2022
