Cook <br />RECOMMENDATION: <br />Decide on search and rescue building construction by December 16, 2022. <br />BRIEFING SUMMARY: <br />• BORA architects have completed a preliminary building design for the proposed <br />search and rescue building with an Emergency Operations Center in Cle Elum. <br />• PW has completed initial site design for the facility. <br />• PW desires a decision on going to construction as the Sheriffs Office has <br />finalized the building floor plan. <br />• Energy code will change on July 1, 2023, eliminating the potential to heat the <br />building with natural gas. <br />• PW has stalled full implementation of BORA's design contract using a portion to <br />get where we are currently. <br />• BORA's full fee is estimated at approximately $400,000. <br />• Probable building costs could range from $4.5 million to $6 million, including site <br />development, and current market demands. <br />• The county is still in position to receive $1.2 million in a congressionally directed <br />spending request. <br />BACKGROUND: <br />PW was noticed of a congressionally directed spending request spring of 2022. The $1.2 <br />million request is wound into pending budget resolution in the house and senate. In April <br />2022 the Board authorized PW to negotiate a scope of work and fee with BORA <br />Architects for building design. PW elected to initially authorize building schematic <br />design only to better define probable total design fees and building costs. <br />DISCUSSION: <br />The time window for completing final design, soliciting bids, and pulling a building <br />permit (prior to pending changes in the energy code) is closing. BORA is affirming that <br />they can deliver plans, specifications and estimates in time to secure building permits <br />ahead of the pending energy code change. The code will eliminate the ability using <br />natural gas for heat supply.
