Cook <br />RECOMMENDATION: <br />Affirm Public Work's decision formulating an informal group of stakeholders to review <br />proposed changes to Public Work's Road Standards. <br />BRIEFING SUMMARY: <br />• The Board of County Commissioners gave direction formulating an informal <br />review committee in 2018. <br />• Solicitation resulted in the following makeup of informal reviewers: one local <br />representative from an engineering firm, one land developer and one land use <br />planner. <br />• The effort in 2019 stalled and Public Works (PW) now desires reformulating an <br />informal group of stakeholders to vet our proposed changes to County Road <br />standards. <br />• A need to complete review of urban standards is being driven by the Board's <br />pending June 2023 adoption of an interlocal agreement with the City of <br />Ellensburg adopting common regulations in the city's urban growth area. <br />• Recently, two community leaders have stepped forward offering their review <br />services to PW. <br />BACKGROUND: <br />The 2019 review committee provided guidance on driveway access standards that PW <br />took through the county's comprehensive code amendment process. An illness to a <br />committee member stalled the effort until now. The Board and the City of Ellensburg <br />desire having common PW road standards for adoption by June 30, 2023.
